Consider making some sort of installation ceremony obligatory #109

The spec currently encourages, but doesn’t enforce an installation ceremony to prevent spoofing. Since so far I have only seen this API after an installation ceremony, I wonder if the spec should actually enforce it.

Asked in https://github.com/WebKit/standards-positions/issues/11#issuecomment-1311478515 if having this were to change Apple's (at time of writing still not final) neutral position.
