chore: cleanup some ReSpec usage #91

Did a small cleanup of some of the ReSpec usage just to show some of the newer ways of doing thing and avoiding linking cross-reference problems.

It would be nice if someone could go through the entire document and get rid of all the data-cite=s that are not needed.

I also got Web Share itself added to the Shepherd database, so now "xref" is aware of all the WebIDL and exported definitions from Web Share.
