Move "Mixed Content" to PR. #15

Hello, WebAppSec!

This is a call for consensus to transition Mixed Content to Proposed Recommendation with the document at:

https://w3c.github.io/webappsec-mixed-content/PR.html

The document underwent wide review during its transition to CR in 2015, and subsequent republication as CR in 2016. The document has not undergone substantive changes in the ~2 years since we published it as PR, and browsers generally agree upon the specified behavior. Chrome and Firefox both pass 100% of the test suite, and Edge and Safari aren't far behind: https://wpt.fyi/results/mixed-content?label=experimental.

The deadline for this CfC is in two weeks, on Friday, September 14th, 2018. Feedback, both positive and negative is welcome, either directly to the list, or via some sort of clever emoji response to this issue.
