This LGTM - except "Web App Manifest - AppInfo" which I don't think is targeting to go to Rec (although I would be happy for it to be switched to Rec-track)

Those REC ETA periods do not (yet?) match the content of this PR, I guess your plan is to update this PR once you'll get approval on those new dates? Otherwise LGTM.
