This PR addresses #735

Notably, it:

Updates the codec registry entry requirements to include a section on contentHint guidelines.
Adds AudioEncoderConfig.contentHint and updates VideoEncoderConfig.contentHint to match.
Adds a contentHint section to the Opus registry.
