Initial 2023 draft preparation #74

create the 2023.html file
list the file (but don't link to it) in the status.html "homepage"
build it in CI
trim everything not currently "in the report" from the draft

Something I noticed which was a but confusing just now, and not sure if its automated or not, is that the byline for every report references 2023 Screenshot 2024-08-09 at 3 54 41 PM
