Is there precedent for having this kind of list in the spec itself? It seems like something that's a pain to keep up to date, and might be better served by an external wiki page or similar.
I don't know of any precedents but I agree with https://github.com/w3c/webdriver-bidi/issues/506#issuecomment-2092962629 that having links in the spec document would help with discoverability for implementors. As for the overhead of keeping it up to date, I am not sure if it is the same or more effector compared to a wiki page.
I agree here as well. Having the list of external specs on some Wiki page doesn't make it discoverable. So we would need at least a link to that page in the spec, and updates from our side are necessary in both situations.

@jgraham do you have concerns still or were they addressed by the discussion? Could we go ahead with merging the PR?
I'm still a bit worried about the maintenance burden here.
Concretely I think we should make two changes:
Moved to an appendix.
