Missing definition for "user agent" #581

In chapter Abstract:

user agents

user agent is used throughout the spec but it's not defined somewhere.

https://html.spec.whatwg.org/ still hasn't a definition for user agent. Once issue https://github.com/whatwg/html/issues/1021 is resolved, an HTML dependency could be added here.

There isn't a central definition, and it looks like that HTML bug isn't being resolved in a hurry. I'm fine with relying on the same level of accepted understanding that the HTML spec currently has.

I concur. Removing it from being a Level 1 milestone.
