Update test suite URL to 2021 #289

https://webapitests2021.ctawave.org/wave/ URL is now active (with older test suite)

This addresses #282

Thanks Louay. As we discussed, we'll go with https://webapitests2021.ctawave.org/wave/ to be consistent with previous years and save the redirect hop.
