Test Suite URL update for 2023 #311

As we've done before, we need to update the test suite URL to 2023. Before we do, need to confirm if we anticipate that URL being https://webapitests2023.ctawave.org/wave/ or something else.

For the flexibility of being able to redirect to a separate URL if needed, we should make https://webapitests2023.ctawave.org/ the test suite URL for 2023
