Advanced all review draft references by 1 year
Removed 2 exceptions for HTML (SharedWorke and HTMLScriptElement.supports(type))
Added a new exception for HTML (hidden=until-found / beforematch)
Added the WebSockets WHATWG specification

This addresses #314
