Update structure of section 4 #35

If I'm reading the content wrong, just reject the PR, but I believe section 4 should have h3/sub-sections for the topics. The content is short, but I think the structure makes more sense as it will likely grow in the long term.

Note PR #54 includes the same update (well, without text re-indentation), so this can be closed if #54 is merged.
