Pushl is a command-line tool which happens to be written in Python (but runs stand-alone) that will automate sending and updating webmentions from sites which provide a subscription feed of some sort. It can also be used to send webmentions from a single page, and also supports sending WebSub notifications to a hub. I tried to find some brief phrasing which captures the salient Webmention-related portions of that without getting too verbose. Please feel free to rephrase as appropriate.
