Browser handling case of lack of wallet or suitable payment instrument #32

One idea from the June 2015 FTF meeting of the IG was that the browser could serve a useful role as a backstop when there is no payment instrument registered. For example, the browser might provide a window that enables the user to securely enter data one time (and then save the data in the user's browser acting as a wallet), and to provide the information in tokenized form to the merchant through the web app.
