Dependency on AV1 RTP payload specification #102

For reasons noted by Adrian Grange here, the AV1 RTP payload specification (though final) remains in draft status, rather than being classified as a "final deliverable".

Current ETA for upgrading the AV1 RTP payload to "final deliverable" is end of March 2024.
