Nit: Typos in Privacy Considerations section #91

This issue is being filed as part of the PING HR request

This is not a critical issue, but the text doesn't read correctly in Section 8. I'm not sure if the issue is missing words, or incomplete edits, but i think the section needs another pass to smooth out.

I believe this (editorial) problem has been fixed. Please reopen if there are remaining issues.
