Attempt to consume an HTML character reference, with no additional allowed character.

This needs updating, see https://github.com/whatwg/html/pull/1256

Note the current spec creation errors:

LINK ERROR: No 'dfn' refs found for 'additional allowed character'.
LINK ERROR: No 'dfn' refs found for 'consume a character reference'.
