Aggregate information about WebVTT better #392

There needs to be one location to reference all the WebVTT related specs, including 608/708 - WebVTT conversion, TTML - WebVTT conversion, WebVTT in HLS, WebVTT in MPEG4, WebVTT in WebM/Matroska, List of WebVTT tests

Been trying to do that on the wiki, but yes...

Also include a link to the new suggestions for live streaming. This is for people outside the immediate community, e.g. non browser user agents.
