Modularisation #22

Possibly add this as a solution to working with large specs as CSS does

Yes please. The IndieWeb community has been using modularization during incubation to great success, and subsequently with specifications in the Social Web Working Group such as Webmention, Micropub, and WebSub, as well as normatively referenced microformats2 and various vocabulary building blocks h-entry, h-card, etc. Happy to provide URLs for any of these if they're not immediately obv. Thanks!
