De-duplicate "launch" event efforts with sw-launch #1

I noticed on this explainer under Future Work, "Create "launch" Service Worker event".

Please note that there is already an effort underway to create a "launch" event. I'm not sure what you have in mind for this event, but please see sw-launch. If this is the same thing you had in mind, please link to that and collaborate on there. If not, please find a different name for your event.
