Update bikeshed metadata, WG->CG #26

Switch from WG to CG. Also, the amazing logo is now properly displayed in the spec as well 👍

I added "secondscreencg" group metadata in https://github.com/tabatkins/bikeshed/pull/1755. When that lands you need to update your local bikeshed.

@inexorabletash to check the process boxes, I'd ask both of you editors to join the CG that's now the home of this spec via https://www.w3.org/community/webscreens/
