New WG Note Publication

Given that the content will be in the TD document, there is no further work planned to the core binding document. However, it has some small changes since the last note publication such as:

• BACnet binding in the table 2 (https://w3c.github.io/wot-binding-templates/#table-existing-protocol-binding-templates)
• Removal of Philips Hue from figure 1 (https://w3c.github.io/wot-binding-templates/#fig-building-block)
• Alignment of headers and sections

Publishing a new note is fine according to our charter and we should do this to have a final stable link.

We should also mention the changes in the changelog and also direct people to the TD in the status section
