TD and TM restructuring #33

We had an internal discussion on this and are more in favor of not splitting the documents. We will go into more detail in the TD meeting tomorrow but some initial comments:

Due to the history of the evolution of the TD spec, the "instance" definition was happening before the "class". I think the model should be a first class citizen, this will also simplify the definition of digital twins. Splitting the spec, or significantly refactoring might help.

It seems the TD group is in favor of not splitting, and as that's less work I propose we do that. We can always consider refactoring at a later point but at the moment it does not seem to be necessary and maintaining another normative document does add significant overhead to the process.

Propose closing (without refactoring).

TD TF agreed to leave TM in the TD document. So we can close this issue, and it no longer impacts the charter.
