In support of geospatial search requirement
Simple lat/long/elevation-and-radius/height interval filter
See notes from 2020.10 plugfest
Opens
1. Need to define where geospatial data comes from (including "inferred")
2. Intrinsic/extrinsic
3. Full solution also needs geospatial introduction mechanism
4. Privacy risks and mitigations (consider acceptable accuracy, update rate limits...)

- Potential scalability issue
- Possible that directory can't actually access devices it has TDs for
- Probably should be optional, since having directories to poll devices may be an implementation burden
