Expand the (currently very short) intro section #214

The current intro is just one sentence that does not define what security is, sets the scope very narrowly, does not mention privacy, does not mention roles of the various deliverables, not provide any guidance as to the structure of the document, and so forth.

Revise this to be a little longer and mention some of these things. Perhaps restate the definitions of security and privacy (see arch, drawn from ISO definitions).
