Update "IoT Edge Challenges and Functions" reference #240

I noticed the Internet-Draft mentioned above had an outdated reference in the document. This PR simply updates it to the most recent version.

@chachamimm we are not working on the document anymore but I think we can simply merge this PR as it updates a reference.

@egekorkan I will review. I haven't thought the structure of the UC&R note yet. After fixing the use cases template, we will have to discuss the structure of the UC&R note. Then we will discuss this PR, too.

I think this PR is very simple and is independent of any structure discussion. It is better to merge these now before doing any major changes since that will create merge conflicts later on.
