[Process] Not proceeding to feature definition if there is no gap #258

Mentioned in https://github.com/w3c/wot-usecases/blob/main/Process.md at Gap Analysis by "The purpose of this phase is checking if the extracted requirements are already defined by some existing standard(s)", it is not clear whether we should proceed to feature definition if there is no gap. Thus, I propose to add a check there to not move to a feature definition step if there is no gap and indicate this in the submitted use case.

Please comment if you don't agree. Otherwise, I will make a PR.

I think we need to clarify what "Gap Analysis" is.
