But we should also consolidate the list and decide where the definitions should go (UC document makes more sense than Security, frankly)
In general: we have multiple lists of stakeholders in different places and they are inconsistent. In particular the ones in Architecture and the Security and Privacy Guidelines are different. The latter have actual definitions and are related to particular security threats, whereas the ones in Architecture are just a list without definitions. I'd like to see us (a) merge the two lists, using consistent terminology (b) provide definitions. I suggest we start with the list in security and update it with anything from the Architecture list that is missing, then use that list.
