Separate Range Selector #31

Restores Definition of Range Selector from Web Anno and adds the new Span Selector to deal with continuous selections spanning multiple resources within a group of resources with their own URL, e.g., a Web Publication.

Benjamin, please check and merge when you can. I will be neatened up issues after merge.

@BigBlueHat and @azaroth42, apologies for not providing more time to review, but I'm going to go ahead and merge this PR in order to move ahead with other edits and issue updates. If you subsequently spot any problems, add issues and will fix later.

Just making a note to ourselves that appendix B will have to be updated as part of the general cleanup.
