Accessibility terms update #310

Hopefully final version of the accessibilityModeSufficient. Is defined as an array of terms, each a comma-separated list of allowed terms. The WebIDL has also been modified accordingly as a sequence of sequences.

It implements https://github.com/w3c/wpub/issues/300#issue-349488387

It might help to add an issue that this implements the currently-incorrect definition.

There is an issue (https://github.com/schemaorg/schemaorg/issues/2040) and pull request (https://github.com/schemaorg/schemaorg/pull/2041) now to fix to an array of lists.
