WebIDL normative? #317

At the moment, the WebIDL section is set to be non-normative. Should it be normative?

(There is a reference to the WebPublicationManifest interface from the normative lifecycle section...)

Hm, that's not what I see?

The introduction is set to be non-normative but the appendix itself doesn't say that it is not normative.
