The manifest itself MUST NOT include a reference to itself, i.e., the reference to the manifest MUST NOT appear as part of the 4.4 Resource Categorization Properties.
This is a constraint on the content of the manifest, found in a section about resources. It should be moved IMO to 4.4 Resource Categorization Properties, in the introduction, before 4.4.1.
Also, the second para reads:
The manifest may be embedded into the primary entry page; in this case the link element MUST use a relative URL to refer to the manifest.
The fact that the manifest can be either embedded in or linked from a resource is not particular to the primary entry page: it is already treated in 3.3 and 3.4. I therefore propose to remove this para.
