I've started an explainer document for the WPUB spec. Having an explainer is a best practice for creating specs. The goal is to describe what we're doing and why. In our case we hope this will help us get useful feedback from the W3C, the TAG, and the developer community.
This is obviously in an early stage, and would benefit from input from all of us.
