This is a first stab at changing the specification to focus on the manifest and structure of Web Publications:

it adds the subtitle "Manifest and Structure" so that the title/short name don't have to change
it modifies the scope
it removes the affordances and locators sections

Feedback on these changes welcome.

Made a tiny change, removing references to two closed issues.
