@jasonjgw Good points - I've added the term 'users of assistive technologies' tp the user need as well as a note on second screens. The new note states:
'Second screen' is a term used in this document to denote any another external output device, such as a monitor or sound card, or other assistive technology such as braille output. The use of the term is not restricted to just these devices however.
Actually this reads better IMO:

Is this ok?
Deafblind refers to anyone with a degree of both sight and hearing loss so someone who is hard of hearing and partially sighted would be deafblind. Although some deafblind people use Braille there are also some who use modified sign languages or enlarged subtitles. I once knew a guy who used subtitles but they had to be smaller than a certain size because he had severe tunnel vision.
If the scope is being expanded beyond deafblind then it's not so relevant in this case but it's useful to note for other situations.
Thanks @JWJPaton for the clarification - I think it is fine to refer to Deaf blind users here, and. Also note that the requirements are suitable for both (and indeed other) user needs.
User Need 14 refers to a deaf-blind user communicating in real time in an XR environment. This is quite specific, and would involve braille (and perhaps also haptic) output. However, requirements 14a-14c discuss "second screen" devices quite generally, going well beyond the specific use case of a person who is deaf-blind stated in the User Need.
It seems to me that the relevant audience stated in the User Need should be expanded - perhaps to "users of assistive technologies". Also, it isn't likely to be clear (especially to readers who are not well immersed in W3C/WAI work) that peripheral devices such as braille displays would be considered as a "second screen". Either this terminology should be dropped, or it should be explained in a note, or dropped from the main text and then explained in a note (e.g., stating that "second screen" standards may be relevant here).
