W3C-105 Update Hotkey Tab to load hotkey config from file #117

I removed my "grid mode" button I squeezed into the bottom middle tab, and added a tri-select menu instead (thanks Kenshin). Now the Hotkeys tab won't automatically switch you to custom mode, it will read from the wc3 config file and select your current hotkey mode. The tooltip is updated a bit to explain.
