Explicitly protect small locales in the ship criteria. #1

@tabatkins, does this capture your requirement on the anti-fingerprinting system? Do you have any concrete numbers to suggest?

Hm. Depends on how granular "locales" are, I suppose. Do you know how those work?

Like, I wouldn't want to base this measure on a locale that covered all of India, which is home to a bunch of languages, or one that's mainland China + some smaller surrounding bits.

Tho I suppose it also depends on how small the % we target is.

Basically I'm fine with the overall shape, but concerned about the details, and probably would like an informative note about this criteria being explicitly meant to ensure we don't disenfranchise minority languages. Then lgtm.

I'm defining a "locale" as the thing that goes in one element of the Accept-Language list. So, India would include hi-Deva-IN, sd-IN, ta-IN, etc. I've added your note.
