Nick, this is based on your feedback on the timezonechange and native filesystem APIs.

@tomlowenthal, to support https://github.com/whatwg/html/pull/3047#issuecomment-573079840, I'd like to try to merge this before you're completely done with the high-level introduction. Can you take a look? I've rebased off of #6.

@asankah, you had some thoughts on this topic in https://github.com/asankah/ephemeral-fingerprinting. How do you feel about this patch to the threat model?
