Suggest linking to standards positions #898

Only in the spec-review template, since early review is likely too early for the engines to have developed opinions.

@yoavweiss, @cynthia, @torgo how does this look?

I've seen a number of design reviews where this question has been asked - any reason this shouldn't be added?

Feels like Chromium is getting a bit of special treatment here (which I personally am not a fan of) but we'll revisit that aspect in upcoming months (hopefully by TPAC). Expect to hear back from us!
