Should link to published version #35

The metadata in https://w3ctag.github.io/polyfills/ should should link to https://www.w3.org/2001/tag/doc/polyfills/. I don't immediately see why respec isn't generating that link automatically.

Respec needs some update wrt finding, but findings may be inconsistent to link to
