Vulnerability principle edit suggestions from Christine:

maybe should allow for graceful degradation of features if they are incompatible with stronger privacy protections users may choose to use

or should strive to continue to function in the presence of stronger privacy protections

Maybe:

should allow for graceful degradation to protect vulnerable people who may have chosen stronger privacy protections

"protect" avoids the extra negative (not doing so could put people at risk)
