https://github.com/w3ctag/privacy-principles/pull/324#issuecomment-1632851286 pointed out that the PR tried to address 3 different groups in a single principle: "everyone", user agents, and API designers. Those are basically the audiences for the document, which would be conformance classes in a specification.
We should try to identify which audiences/conformance classes each principle applies to.
