Remove vulnerability principle and move the section into (1) #345

The principles in both sections [edit: the vulnerability and non-retaliation sections] seem to be about graceful degradation when people turn on stronger privacy protections.

The rest of the text in Vulnerability is useful, and not so much about the principle. So let's remove the principle, and then we can move Vulnerability (and its subsection Guardians) into section 1 since they won't have principles anymore.
