This repo needs the standard set of TAG milestones #11

& it should be integrated into whatever scripts we use for generating weekly agendas.

The agenda generator already looks for milestones in all repos.

I need to write a bot to manage milestones tho.

One thought is that since we have design review weeks and design-principles weeks (and I presume the other repos fall on the design-principle cadence), rather than hard coding a set of weeks per repo, maybe we should have a metadata file in the repo indicating how to schedule the milestones?
