The TAG charter and the Process document are inconsistent about what the TAG is allowed to publish, and the AB wants to clean that up. To be clear, we don't want to limit what the TAG can publish.
But we want to know what kinds of things the TAG wants to publish. So far the two things that have been proposed are:

I'm posting this issue to invite discussion within the TAG and ask the TAG to post a formal request for whatever it wants to https://github.com/w3c/w3process/issues so that we can fix this in Process 2021.
