This may or may not take the form of a flowchart through the various labels/label groups.

Just to note: we discussed documenting the triage process, which I think is part of this but also probably deserves its own notes sitting somewhere in the issue creation flow. (Like a "ok you've asked for a design review, now here is what you can expect to happen.")
