Create new /meetups.md file, to fix the broken link on polkadot.network/community > Upcoming events > "resources and guides". Right now empty, but as a reminder to be updated.

This is probably not the best place for the meetups info, but rather the link on https://polkadot.network/community/ should be updated. Thank you for pointing it out. I will relay this info directly to the person responsible for the website!
