Candle auctions should be available via a simple smart contract, not just used for parachain slot allocation

Sounds interesting to me. Potentially integrate tutorials, etc. It might be useful for other devs that want to develop an ink smart contract that depends on randomness.

I think the tutorials, license etc don't need to explicitly make part of the RFP though. The actual application would, of course. Yes the whole idea was that this contract is callable (and calling) other contracts
