Improve language and structure of PSP-22 #27

@Noc2 I went through the PSP and did some editing. No content was changed, I just improved the language and structure and made everything more consistent.

In general, I think there's still room for improvement. Maybe SCALE-encoding should be mentioned there.

@themarkian @xgreenx @PierreOssun To me it's unclear if the standard is supposed to be an interface for (a) the ABI of any WebAssembly smart contract or (b) a standard for Substrate's contracts pallet. This is something that should be clarified, right now it's ambiguous (see e.g. the title of the PSP).
