Clean up BLS PoP code and prepare it for review #28

Module names are dragging from the time library were coming from file coin. Also there is a lot of commented out code to be dealt with. This ticket for one last review of the code before submission for the first review.

[X] Get rid of DeserializedPublicKey stuff.
- [X] remove unmutedkey use BLS engine directly
- [X] Resolve all warnings. submitted as pull request #29 waiting @burdges 's review. hence this issue can be closed.
